3: the drivers license age in south dakota is 14?!?!?! as a person who is 14 surrounded by 14 year olds every day, that is the dumbest government decision i've heard before. and the government makes a LOT of stupid decisions.
You can get your learner's permit on your 14th birthday, then you can take your driving test for your "restricted" license six months later. The only restriction is that you can't drive between 10pm and 6am (at least, that's how it was a decade ago) but this is essentially unenforceable unless you get caught. You get your unrestricted license at 16.
Edit: I believe there may have also been a restriction on how many people you can have in the car while you're driving but, again, unenforceable.

Washington state I believe it's like 15 you can get a permit and 16 you can get a license to drive between 6 AM and Midnight with less than 3 other teens in the car, and I think 6 months after you get your license you can drive normally with little restrictions? i have no reason to know this, so i dont know it lol
In South Dakota and many other plains states, the rationale is that teenagers needed to be able to drive to assist their family with farmwork. This made more sense back in the day when families had like eight kids each for free labor; nowadays, you just have guys like me in over their heads on I-229.
